Expect the tube's rated 40W to be a nominal figure. Cheap 40W glass tubes are commonly reported to deliver somewhat less at the current most owners run, and output falls further as the coolant warms. Set your cut speeds by testing on scrap, not by the number printed on the tube.
A clean round beam is only as good as the optics after it. If your mirrors are pitted or your lens is hazed, fix those first; the Cloudray 20mm ZnSe lens and a fresh mirror set are cheap next to a tube.
